It is an indirect tax, meaning businesses pay the tax to the government, but the cost is ultimately passed on to the consumer. Currently, Japan uses a multi-stage taxation system to prevent double taxation across the production and distribution chain.

• 10% vs. 8%: The Reduced Tax Rate System Since October 2019, Japan has operated a multiple tax rate system. While the standard rate is 10% (7.8% national + 2.2% local), a reduced rate of 8% applies to items like food and beverages (excluding alcohol and dining out).

• Tax-Free Shopping for Tourists Non-residents, such as foreign travelers, can enjoy tax exemptions when purchasing goods for daily use at licensed "Export Goods Selling Points" (Duty-Free shops). To qualify, you generally need to spend over 5,000 JPY (excluding tax) at the same store on the same day.

• Taxation for Foreigners and Businesses Even if you do not reside in Japan, you or your foreign corporation may be liable for Japanese income or corporate tax on "Domestic Source Income". Japan also has Tax Treaties with many countries to avoid double taxation and promote international investment.

• Is the Tax Burden in Japan Heavy? Japan’s "National Burden Rate" (the ratio of taxes and social security premiums to national income) is projected at 45.1% for 2024. While often debated, this rate is generally lower than in many European countries like France or Sweden.
