Senior U.S. District Judge Emmet G. Sullivan ruled in June that the DOJ violated the Epstein Files Transparency Act by withholding and redacting records without justification. By August 13, after the department missed its own deadlines, Sullivan told government lawyers in open court: "That's not a threat. That's a promise."
