O gênero do jogo faz uma mistura entre aventura e luta, acrescido dos característicos elementos de RPG no que diz respeito a conversas e passagens de nível.

O enredo parte do comecinho da saga do animê Naruto Shippuden, exatamente no momento em que Naruto Uzumaki retorna à Vila da Folha, depois de ter passado um longo tempo fora de sua casa. Ao fim dos eventos da história de Naruto, o ninja alaranjado parte com seu mestre Jiraya para realizar um treinamento a fim de aprender a controlar melhor o poder da “Kyuubi”. É exatamente no ponto de retorno ao lar que Ultimate Ninja Impact começa.

The title is exclusive to the PSP and was developed by CyberConnect2 and published by Namco Bandai. The game's genre is a mix between adventure and fighting, plus the characteristic RPG elements in terms of conversations and level crossings.

The plot starts from the beginning of the anime saga Naruto Shippuden, exactly at the moment when Naruto Uzumaki returns to Vila da Folha, after having spent a long time away from home. At the end of the events of Naruto's story, the orange ninja leaves with his master Jiraya to undergo training in order to learn how to better control the power of the “Kyuubi”. It's exactly at the point of homecoming that Ultimate Ninja Impact begins.
