Black Veteran Arrested at VA Hospital — ICE Didn't Know He’s a Police Chief, Wins $13.5M Lawsuit

Body camera footage captured what should have been a routine medical visit.
Chief William Ray Davison, 56, a Desert Storm veteran with a Bronze Star and Purple Heart, was walking into the VA hospital for a scheduled appointment related to shrapnel wounds he sustained in combat in 1991.
He had served six years in the U.S. Army.
He had served thirty years in law enforcement.
He had been the Chief of Police of Pearland, Texas for eight years.
He was not under investigation.
He was not suspected of a crime.
He was attending a VA appointment.
Two ICE agents approached and demanded documentation.
“I’m a veteran. I’m here for my VA appointment.”
They dismissed it.
“I’m the Chief of Police of this city.”
They didn’t believe him.
Bodycam footage shows Agent Victor Mendez ignoring offered credentials, rejecting verification from Davison’s department, and eventually placing him in handcuffs outside the entrance of a federal VA hospital.
Other veterans began recording. A Vietnam veteran in a wheelchair positioned himself in front of the ICE vehicle. Hospital staff intervened. Houston’s Police Chief arrived.
The cuffs came off.
But the footage did not disappear.
A federal civil rights lawsuit followed, alleging false arrest, racial profiling, and violation of ICE’s sensitive locations policy protecting VA facilities.
Subpoenaed records revealed a pattern of prior stops disproportionately targeting Black and Hispanic individuals.
The jury deliberated for nearly seven hours.
Liable on all counts.
The verdict: $13.5 million.
$5.2 million in compensatory damages.
$6.8 million in punitive damages.
$1.5 million for violation of sensitive location protections.
Agent Mendez was terminated. Federal credentials revoked. ICE was ordered to implement policy reforms and mandatory training nationwide.
This case is not just about one arrest.
It is about whether a VA hospital is sacred ground.
It is about whether decades of service matter.
And it is about what happens when assumption overrides evidence.
Because on that morning in Houston, the uniform didn’t protect him.
