REQUIREMENTS:
1. Nadi has 5000 FP or more. This is halfway between white and purple flower, so if he's still at white, he may not have enough FP yet. There's no way to check exact FP amount, so you just have to guess if he's between colors.
2. Melanie has 1000 FP or more. As long as you've been going to festivals and talking to her here and there when you see her, she should be over this amount by the time you meet Nadi.
3. It's a sunny, non-festival day (any day but Sunday).
4. Walk into Maurice's Inn between 19:30 and 21:30. He has to be inside the house for it to trigger. When I triggered it, it was more like 19:45 or so because he had been out of town and was just coming back in.
CHOICES:
The best choice is to join in, obviously. That gives you FP with both Nadi and Melanie. Asking him if he likes kids causes him to lose FP.
