The best way to understand Percival Dumbledore is to look at the man he was named after. The knight of the Round Table Percival starts his career by being insulted and trying to prove his offender wrong. In various versions of his tale he is told to ignore what he sees, or not taught the way of the world. Having the chance to heal the Fisher King, he does not use that chance. And instead of the Holy Grail itself, he encounters its fake version. His very name is sometimes translated as "the Perfect Fool."

In terms of Tarot imagery, the Fool is not a statement of mental capacity. It represents inability to see the consequences of your actions. True to his name, the father of Albus Dumbledore was swept by a strong understandable emotion and could not look beyond it. Though you did not ask for my opinion, I'll tell you anyway. Percival Dumbledore was set to fail, his very first name pretty much guarantees it.
