Most leg ulcers can be cured by local anaesthetic endovenous surgery. However the majority of patients end up with dressings and compression and never get referred to a specialist surgeon ... and so never get a chance of a cure.
The new NICE guidelines (CG168), out on 24th June 2013, recommend that anyone with a leg ulcer that is thought to be venous (i.e. ANY leg ulcer that is treated with compression) should be referred for a specialist opinion. Noone should accept compression treatment and dressings unless they have been referred to a specialist surgeon and checked to see if they are curable.
