This video, obtained by the Arkansas Democrat-Gazette from sources, shows a meeting in March 2018 between Dr. Carlos Roman, a member of the Arkansas Medical Marijuana Commission, and Ken Shollmier, owner of a company that was an unsuccessful applicant for a cultivation license. The third man at the meeting was Dr. Ralph Teed Sr. of Newport, according to Roman and Shollmier.
In the video, recorded at Shollmier’s house, the men discuss the application and why it was unsuccessful. Roman scored the application higher than other commissioners.
Roman told authorities earlier this year that he was offered a bribe by the applicant. The allegation came to light in June when the Arkansas Supreme Court unsealed a letter submitted by Attorney General Leslie Rutledge.
