Finance Minister Nirmala Sitharaman introduced the Taxation and Other Laws (Amendment) Bill, 2026 in the Lok Sabha. The Bill could allow the government to decide which digital-payment modes or transactions will continue to receive zero-MDR protection.

According to reports, an MDR of approximately 0.3%–0.5% may be considered for UPI payments above ₹2,000 made to large merchants with an annual turnover exceeding ₹1.5 crore. However, these limits and rates are not mentioned in the Bill and have not been officially approved.

MDR stands for Merchant Discount Rate—a processing fee paid by a merchant for accepting digital payments, similar to the MDR already charged on credit-card transactions.

UPI may be free for users, but operating its infrastructure requires money for servers, cybersecurity, fraud monitoring, customer support, banks and payment processing. A selective MDR could help fund these costs and reduce dependence on government incentives.

Important: No new MDR has currently been implemented on regular bank-account UPI payments. Personal transfers and payments to small merchants remain free.
