Adult vocational-technical school students are running into an unintended consequence of Maryland's provisional driver's license law. In the trades, a driver's license is not just nice to have, it can be a requirement. Students who are job-ready, but not job-eligible according to the system, are being denied jobs because employers and insurance companies require them to have a full driver's license.
