Moses while preparing the people to enter into the promised land, spoke to them the commands of God. They were not to live like the other nations in the land, they had to live like the people of God. God told them He would raise up a prophet unto them, like Moses, from among them as well.
This prophet that the LORD spoke of would be Jesus Christ the Son of the Living God.
