At the prestigious Raisina Dialogue 2026 in New Delhi, Andhra Pradesh Chief Minister N. Chandrababu Naidu introduced a pioneering Population Management Policy, making Andhra Pradesh the first state in India to shift from family planning to "population care." Highlighting the risks of a declining fertility rate—which has dropped from 3.0 in 1993 to 1.5 today—the Chief Minister proposed significant financial incentives to boost the birth rate and avoid a future demographic crisis. Under this draft policy, the government plans to provide a cash incentive of 25,000 for the birth of a second child. Additionally, families with a third child will receive a monthly allowance of 1,000 for five years and free education until the age of 18. To further support parents, the policy includes a landmark one-year maternity leave for mothers and two months of paternity leave for fathers, emphasizing the state's investment in human capital for long-term economic stability.
