Tailgated and dangerously cut off by someone else turning left.

To Preface:
I drive relatively cautiously, and I usually go 5mph over the limit (more if I'm going down hill because I don't like riding my brakes), as this car would cost $20k to replace and my safety is upmost priority (even though going through insurance to replace it would suck as I only paid ~$17,000 for it brand new and I've never filed an insurance claim before).

On to the story:
I was going down hill, around 10 over due to picking up speed from coasting, when I see a car so close in my rear view I can't even see its headlights any more. So I gently apply brakes and slowly decelerate to speed limit as slamming my brakes could cause a collision (don't roast me you physics majors). Once the person behind me backed off a bit, I sped back up to 45 miles an hour (which speed limit was 40). Upon approaching the intersection this intelligent decides they're going to take it upon themselves to take action and turn left while I was going 45, and the person passing me had to be doing 50, so I had to stop and lay on my horn at the same time. Now, imagine if I didn't slow down and Mr. Tailgater was still tailgating me.

Long story short, STOP TAILGATING AND BEING A ROAD BULLY!! You might cause a bad wreck one day.
