Following the meeting of European Commissioners in Strasbourg on 7 October 2025, Executive Vice-President Stéphane Séjourné and Commissioner for Trade Maroš Šefčovič have announced new measures to protect EU steel from the impacts of global overcapacity.
Their proposal maintains the principle of open trade and strengthens engagement with global partners to tackle overcapacity, by:
limiting tariff-free import volumes to 18.3 million tons a year,
doubling the level of out-of-quota duty to 50%,
strengthening the traceability of steel markets by introducing a Melt and Pour requirement to prevent circumvention
