Black Cat Detective (黑貓警長) is a Chinese animated series from 1984 based on books by Zhu Zhixiang from 1982. It is similar to the North Korean Squirrel And Hedgehog cartoon from 1977, but more child-friendly and with lighter subject matter, it still features violence.
The one eared Mouse sends a disguised Eagle to steal the children of the forest, Agent Pigeon locates the Eagle's hideout, and a battle ensues.
