There definitely is such a thing as 'over annealing' in metallurgy. I was referring to this specific method of annealing a brass bottleneck rifle case.

The amount of water in the pan will depend somewhat on how long the cartridge you are working with is. There should be enough water to protect the case head, preferably at least an inch, but a good rule of thumb in my opinion is there should be enough water to cover the case when you knock it over after you gas it.
The longer the case, the easier this method is in my opinion, you can accomplish this with 223 Rem, it is a little trickier and doesn't require nearly as much heat due to it's small size.
Perhaps ideally this would be done with a motorized turn table so you could make it as smooth as possible.

This procedure should be done after washing and before resizing. So before you put washed brass in the oven/dryer go ahead and anneal it if you want to. You don't have to anneal every time if you don't want to. You can decide how often you want to do it.
I built the turn table with a lazy susan bearing I got at Home Depot, the rest of the parts are just pieces of wood I screwed together. Works good enough.
