The Trump administration says it’s canceling health insurance plans for 760,000 "phantom" enrollees on HealthCare.gov, but the government is providing few details about how it determined the health plans were not legitimate.
Administration officials explained in a press conference that they suspected fraudster brokers had signed up people who weren’t eligible or who didn’t even know they had been signed up. The fight against fraudulent brokers has been going on for years, says Cynthia Cox of the nonprofit health research organization KFF, but she questioned the approach the administration's taking. If someone didn’t file a claim, she says, they might have just been healthy, and if they didn’t respond to the notice in time, they might have just missed it.
