Update: The percentage shown for wind is an indicator of the chance that an individual turbine will produce power at any given moment. A turbine in a 65% wind zone will produce power 65% of the time. If you have multiple wind turbines connected to the same grid you can increase the chance of power generation even in zones will lower wind percentages! Thanks Warwick Alsop for clearing that up!
Wind turbines provide a new way to power your bases with one catch, the wind in the area must be high enough for them to work. They are made at level 45 and up in a fabricator using metal, cementing paste and electronics. In order to see what the wind speed is where you are simply press the H key and it will display the wind in a percentage. Low percentages such as 20% and 40% didn't create electricity, but higher ones like 80% and 100% did. Hopefully that helps!
