EL RUKN MEMBER GETS 3 LIFE TERMS IN RACKETEERING CASE
CHICAGO TRIBUNE

A high-ranking leader of the notorious El Rukn street gang was sentenced Wednesday to three consecutive terms of life imprisonment for a 1996 conviction for racketeering and narcotics conspiracies.

Melvin Mays, 40, who was a trusted lieutenant to El Rukn leader Jeff Fort, faced charges that he negotiated to buy antitank rocket launchers as part of a plot to commit terrorist acts in the U.S. for Libya in exchange for money.

Mays was a fugitive when Fort and four others were convicted in 1987 on the conspiracy charges, but he was apprehended on the South Side of Chicago in March of 1995 after years on the FBI's 10 Most Wanted List.

He was charged with forty counts of conspiracy to commit terrorist acts. In court, Mays declared he was a citizen of the "Republic of New Afrika," not the U.S., before U.S. District Judge James Zagel imposed life imprisonment in 1998.
