The short answer is, yes it is. But it doesn't matter. PvE has become so popular and loved by the community, that its existence out ways any potential downsides. Having more than one way to play Tarkov depending on who you are, what you want to get out of it, as well as skill level and time, PvE might just be the defacto way of engaging with the game. BSG might not agree with this sentiment, as they have been somewhat vocal about not being the biggest fans of the offline experience, but regardless what they think, players have spoken that PvE is very important. Even the not so official, sanctioned version that players have created themselves.
