The grey heron's preferred food is fish. That's why it's also called a fish heron. It needs about 300-500 grams of fish per day. They typically catch fish between 5 and 25 cm in size. These fish usually weigh less than 200-300 grams. Herons swallow their prey whole. Therefore, the limiting factor in size is whether the fish can still fit down its throat.
In this case, the heron seems to be weighing whether it can still eat the fish. Better safe than sorry! So it first looks for a feeding spot out of the water where the fish can still be repacked without escaping. The video shows what happens next...
