The terms cold electricity, radiant energy, dielectricity and static electricity all refer the the same thing.
For example in Tesla´s Hairpin circuit the term cold electricity is used very often because you can touch the conductors without getting shocked.
Nikola Tesla called this phenomenon radiant energy.
In modern electrical engineering it is mostly called static electricity.
In my opinion the most correct term for it would be dielectricity.
As you can see, it as just many different names for the exact same thing.
