This is a video about how to beat the Rat King when you're starting with no ammo. It was custom grounded (see 8:58). The short answer on how to do it is to just keep running. There are about 6 areas in the level where there are repeated ammo drops. You just need to keep visiting them over and over. And don't forget to reload!!!
IMPORTANT NOTE: After you kill the Rat King, and the stalker leaves through the duct work, be sure to revisit all 6 areas! I have no real proof of this, but on my first playthrough, i continually shot at the stalker before it left, and as we all know, it can't be killed in this area. So the game will give you extra ammo after the stalker leaves depending on what you have, just in case you used a lot of it AFTER the Rat King died. So be sure to recheck every area!
