Mod Prio List (Nalier)

The essential things for this build are the Leper set bonus and then mods for Cold Snap, so Ice Ice Baby, Icicle Storm and Long Winter.

Then Quartermaster so you can keep up Blighted Rounds. Then just use the Pax tree like that and it's pretty much good to go.

Class tree is really flexible, there are many more ways to set it up. PlayDoh just presented two for the sake of brevity but I still keep switching some nodes and even some of the mods.
With damage increasing mods I'd say order is: To The Bone, Arms and Anomaly, Shatter, Captain Hunter, Anomaly Echo, Euthanizer.

Power Assimilation is also a good flat AP mod if you still have room for it, but I'd go with Arms and Echo first.

Virulent Compound comes on Leper pants by default and they have great attributes, so that will always be there. Same with Alchemical Mastery on head piece.

Unstoppable Force is pretty much the best mod that can roll in Apoc slot on boots, so that will also almost always find it's way in the build. But if you don't find good boots with that mod in that slot I wouldn't put it in before those other mods. Direct damage increases and flat bonus AP mods are more important to have in there first.

Then if you're going to use a weapon that has Armor Pierce and have Unstoppable Force on boots it's good to use No Resistance Against the Fortified and also grabbing both Resistance Pierce nodes in bottom tree to really maximize UF. But again, not before at least Arms and Anomaly and Anomaly Echo. Those two mods give the most flat AP and then all the % increases like UF and AP % nodes multiply it. Without those mods those % increases won't have much flat AP to work with.
For weapon I'd say Fortress is the best mod to have on it. Buffs all damage, really solid. Just have to remember to keep reactivating it. Then Mage's Rage. Been fixed but it's still a great mod, especially if you have at least those two flat AP mods on gear. It gives really great value with them.

Third mod on weapon can be whatever you like. Freezing Bullets are good, Omen is good, but really whatever you like and have available.
