Flood Plain Development @ Stanton cross

Something is happening down the flood plains of Stanton Cross. Paths have been put in which is lovely but will be submerged under water at some point with-in the next year. Maybe somebody realised building the new complex on that site is a bad idea and now have moved the plans for the new country park but that's me just speculating. Do you know? What is your thoughts?
I also noticed that there are a very large number of "Balancing Ponds" in one are, so I explain a little about them.
