Описание: This session examined Mexico’s landmark experience with Progresa–Oportunidades–Prospera, a pioneering model of conditional cash transfers built on large-scale targeting, transparent data systems, and a human-capital investment logic. Our panelists explored how rigorous proxy-means testing, open access to evaluation data, and the insulation of social programs from political manipulation enabled substantial gains in education, nutrition, and health. The discussion also highlighted the limits of these achievements in the absence of a functional labor market, showing how persistent formal–informal segmentation, unequal service quality, and gendered care burdens have constrained long-term inclusion. Finally, the session addressed recent policy shifts, such as the discontinuation of Prospera, reduced transparency, and sharp increases in the minimum wage and drew lessons for countries like Morocco on building strong state capabilities, avoiding segmentation in social protection design, and aligning social assistance, social insurance, and labor-market reforms within a coherent social contract.
