This is a commercial wall-mounted faucet. A simple fix as long as you don't also have to replace the shut-off valve under the sink. If you don't want to disturb the shut-off valve under the sink, an alternative is to shut off the water at the main valve that supplies the house or business. That valve is usually located outside.
