Steps:
Open Picsart, tap on the plus button, and choose your background video
Tap Effects and apply whatever filter you like
Tap Add Photo, upload your image, and make it fill the screen
Add Filters and Effects to your photos to give them an extra aesthetic vibe
Tap on the Eraser to remove the are of your image where you’d like the video to appear
You can either use the segmented options given or restore the area manually
