Update: Zone does not actually have unique scaling. The zone has a minimum scaling level of 20. Upper maximum of scaling currently unknown, most likely 23.
Sorry for the false information. This has no effect on the schematics inside, they will still be tier 3. All this information means is that you cannot do this at earlier levels and farm for tier 2 or tier 1. Or, you can attempt this as soon as you unlock Emprise Du Lion, and farm for tier 3 schematics early on in end-game.
