Independent review finds officers acted reasonably in Kyle Plush response

CINCINNATI - An independent review of the police response to Kyle Plush’s 911 call found that police officers who were dispatched to the scene that day did not act unreasonably.
Investigators with 21CP Solutions also found the internal investigation conducted by the Cincinnati Police Department into the incident was fair and objective. Investigators called it a "perfect storm."
Officers Brian Brazille and Edsel Osborn responded to Seven Hills School last April when Kyle Plush called 911. Questions were raised about the officers’ actions that day including the fact that they did not get out of their cruisers to look inside vehicles for the 911 caller. The officers also turned off their body-worn cameras before ending the call.
“A series of factors that might ordinarily go unnoticed cascaded on April 10 to culminate in a tragedy,” the investigative report stated. “By and large, our responding officers did not identify grounds for concluding that responding Cincinnati Police Department officers were unreasonable in their performance.”
Another firm also reviewed the response by the Emergency Communications Center’s response that day. That report found technical problems contributed to officers not receiving information about a second 911 call Kyle Plush called using Siri on his iPhone.
The report is being discussed at Law & Public Safety Committee meeting Thursday morning.
Hamilton County Prosecutor Joe Deters said no action will be taken by his office.
“My sympathy goes out to the Plush family on the loss of Kyle. It is impossible to imagine the pain that they must feel over his untimely death.
My office has thoroughly reviewed the Cincinnati Police Department and Hamilton County Sheriff’s investigation into this incident. Additionally, we reviewed the 21CP Solutions ‘Report on the Response of the Cincinnati Police Department into the Death of Kyle Plush’ and the MissionCriticalPartners ‘Incident Report Review of the Cincinnati Emergency Communications Center’s Response to Kyle Plush 911 calls.’ After a review of all of these documents, no criminal charges are appropriate and, therefore, none will be filed.
I want to thank the city of Cincinnati for their cooperation in this investigation and credit them with taking necessary steps to improve the 911 system so that something like this will, hopefully, never happen again.”
For the Plush family, it's not enough. "The thing of concern to me in reviewing this information is number one the accountability side of this and number two, if we're off track or we haven't started something, why haven't we started and what are we doing to get back on track," said Ron Plush. "So again, this is about expectation. This is very near and dear to our family. And it disturbs me when again we say we're going to do something and we're not getting it done."
"Maddening, frustrating, this report is not enough," Jill Plush said through tears.
