REALLY unsure of what to title this move because I've never seen it in a tutorial before. But its some kind of folding arm hoop trick. Once you get it fluidly it looks so graceful and beautiful and is really easy to adjust to your music (timing wise). Remember- look in a mirror! Sideways and front on, so you can know if its on a flat plane or not (try to keep it touching your back when its behind you). As for the horizontal one, get dramatic with it, well the vertical one too! Drama and dance is really important with this move to take it from simple to something amazing. Enjoy!
