The Dodge and Burn brushes let you darken and lighten the picture, but they are 'destructive' as you cannot later change the effect. Here's the basics (and some extra tips!) of how to do non-destructive dodging and burning.
This is shown using the marvellous Affinity Photo. You may also be able to do something similar with other editors.
