Tyriece Watson (Lil Scoota) grew up on the 1500 block of Pennsylvania Avenue in West Baltimore and later graduated from Frederick Douglass High School nearby. These tightly packed rowhouses had a proud heritage but were economically neglected. Community leaders later said Scoota had become “the epitome of getting out” for kids in that neighborhood.

Baltimore’s problems were all around him. By mid-2016 the city had already recorded over 130 murders that year, on pace to surpass its 2015 total of 344 homicides. Decades of disinvestment had also taken a toll: studies showed roughly 65,000 Baltimore children born after 1993 had dangerously high lead levels in their blood. Many residents did whatever it took to survive. As one West Baltimore man bluntly admitted, “I’m locked up but I got a refrigerator full of food for my kids” – a testament to how desperate life could be in Scoota’s world.
