When white settlers first explored the Virginia area the Tutelo Indigenous People were living there. Many of them eventually relocated to Canada, where they were adopted by the Cayuga People. Carrie Buck Is from these People. She was a marooned Eastern Siouan "Saponi/Tutelo" descendant who was, because of her origins, seen by legal and medical people as belonging: "to the shiftless, ignorant and worthless class of anti-social whites, of the South.” Carrie Elizabeth Buck was born on July 3rd 1906 and crossed-over to the Spirit Worldon January 28th 1983. She was born in Charlottesville, Virginia, the first of three children born to Emma Buck. After her birth, Carrie was placed with foster parents, John and Alice Dobbs. At 17, Carrie became pregnant, as a result of being raped by Alice Dobbs' nephew, Clarence Garland. On January 23rd 1924, the Dobbs’ had her committed to the “Virginia Colony for Epileptics and Feeble-Minded”, on the grounds of: “feeblemindedness, incorrigible behavior.. and promiscuity”. Carrie was sterilized on October 19th 1927, roughly five months after the Supreme Court trial verdict. She became the first Virginian sterilized, since the 1924 “Eugenical Sterilization Act” had passed.
