The level changer in western Garbage going south to the Cordon, allows the Player to advance a far distance, just outside the Loner Base. This is different than the original level changer from the first Game. The Player had to travel all the way up the only road north, to leave the Cordon going to Garbage. The change we see in the second Game, added two paths north out of the Cordon. Originally designed, both were supposed to be the same length. You can actually see the tunnel pipe that you enter and come out of the same pipe in Garbage, if you view it from the western level changer in the Cordon. You might need a scope or binoculars to see it, and you have to go up the embankment for an elevated view.
Then the idea was added to have frequent Emissions in Clear Sky. They were often triggered by arriving in a new level. If an Emission happens as you enter Garbage, the only shelter is the Train Depot in the center that you can safely reach. The only two other shelters are far to the north near the edge of the map, being the Flea Market and Trailer Checkpoint. For this reason, the Cordon Road had a safe shelter at the Checkpoint, meaning if the Player reached it going north, they were safe. Entering Garbage at either of the level changers, you could run back to the Cordon and arrive inside the Checkpoint building safely. The only problem with that, is encountering hostiles already occupying the same place.
If the Player was going south and entered the Cordon, there was no shelter on arrival if an Emission hits. It is simply too far to come out of the tunnel pipe and try to run to the Loner Base. So, it was decided that the deep green valley, full of bushes, trees and other detail, that has a barbed wire fence on both sides of it, would not be accessible. The level changer was moved far to the south in the Cordon, just west of the Loner Base. This meant the Player had a quicker path to seek shelter during an Emission by reaching the Loner Base, providing shelter at both ends. The barbed wire surrounding the entire valley remains and is proof of the original design.
NPCs and mutants still get to use the hidden valley, going north or south through it. Only the Player loses access to travel in it, with some mods like Call of the Zone, adding a wall of anomalies just before the level changer. This meant Dr. X allowed you to go south through the level changer but not north, forcing you to take the long road to enter Garbage. I guess he didn't like the easy shortcut north, but south was okay to reach the shelter at the Loner Base. For whatever reason he had, I wanted it to be both way travel as originally designed in Call of Chernobyl. That is why I disabled his roadblock ( I had help from a friend ) so I could have free travel in both directions, and that is what you see me use.
In this video, I leave the Loner Base and go west towards an activated stash at the level changer. I look into the hidden valley using my rifle scopes. I go up the embankment to the left, so I can locate and view the tunnel pipe at the far end. It is there I get the Call to Help, from Loners being attacked by Monolith at the Northern Outpost, or what I call the Cordon Checkpoint. A Checkpoint being a building, a gate or a barrier of sandbags and men, like in Rostok. I know I can't get there in time, as you may have noticed in the really long Camping video, PDA messages often appeared after the even had already unfolded.
I turn around and start sprinting, going east around the slope and then going north alongside the barbed wire fence. There's a large anomaly field I have to pass through, that the Svarog helps me do it quickly. I pick up an unintended available artifact and grab a few activated stashes along this high point to race to the Cordon Checkpoint. I go all the way to the far northwest corner that stops my travel north. Notice how the barbed wire fence is going in both directs west and east. at this corner. I have no choice but to go east and down the slope overlooking the Cordon Checkpoint a.k.a. Northern Outpost.
When I look below, I see the Monolith won. I do some sloppy shooting, making the Monolith come towards me but now hidden by all the foliage. I know the Monolith can pass unharmed through the anomaly field that I cannot. I retreat back up the hill and run south and then in a flanking move, come up behind the Monolith. What I was not expecting was the massive amount of loot. So much I am overloaded, despite using every artifact I have to carry more weight. I have to drink Hercules and drop the vodka and a hunting shotgun, just to be able to move. Yes, I could have dropped a knapsack and made two trips, but I didn't feel like it.
What is important to notice is my trip back. I return the same way, taking the high path south. This is when I looked over the fence westward into the hidden valley. I see mutants there and shoot them, with the help of a crate. They go where I cannot.
