The growth of Gulu district has been impeded by its residents' lackluster attitude towards business honed by years of dependency on hand outs from donors. Participants at an entrepreneurial seminar organized by the Nation Media Group in Gulu town also revealed the same attitude is shared by some of their leaders making it hard for many to inspire the largely unemployed youth in the area.
