Demonstrating how policy reforms, program expansion and a people-centered approach have strengthened the Administration’s housing and urban development agenda, President Ferdinand R. Marcos Jr. leads the ceremonial turnover and awarding to beneficiaries and stakeholders of different modalities under the Expanded Pambansang Pabahay Para sa Pilipino (4PH) Program during a milestone event at the Megawide Pre-cast Plant in Taytay, Rizal on February 16, 2026.

Today’s event also marks the 7th anniversary of the Department of Human Settlements and Urban Development (DHSUD) with the theme, ‘Seven Years of Continuing Service: Celebrating Our People and Partners in Building Homes, Building Communities, and Building Happiness.’

The DHSUD was established in 2019 through Republic Act No. 11201, combining housing and urban development functions into a single Department. In 2022, it launched the President’s flagship 4PH Program, which was further recalibrated and expanded in 2025.

Under the Expanded 4PH, housing delivery now extends beyond vertical developments to include horizontal housing, rental housing, the Enhanced Community Mortgage Program (ECMP), incremental housing, and housing sites covered by Presidential Proclamations, ensuring a broader and more inclusive reach for the working and middle class as well as informal settler families (ISFs).

The Pag-IBIG Fund also offers a three (3) percent subsidized home loan rate through the Expanded 4PH, the lowest in the market, making homeownership more accessible for the working and middle classes.

Besides the ceremonial turnover and awarding to beneficiaries and stakeholders, President Marcos Jr. conducts a tour of the Megawide Pre-cast Plant to observe the production process and key operational areas. He also visits the Showroom area, where he receives a briefing on the UP-Rental Housing Project for students, especially those from low-income households, and other Expanded 4PH projects across the country.

Afterward, the President inspects specific areas of the fully fitted model unit, highlighting the quality and sustainable features of the living space, kitchen, bathroom and bedroom.
