Civ 5 - improved Enhanced User Interface (updated)

Описание: Thanks to Serp from CivFanatics, I've updated my tweak for bc1's Enhanced User Interface mod. The update basically stops my tweak from working in puppeted cities and cities being razed since there's no need to differentiate locked / unlocked citizens in those cities.
