Three separate murder attempts on pro-Russian leaders in the previous two weeks, according to US officials, point to the growth of a resistance movement against the pro-Russian authorities that dominate southern Ukraine. U.S. officials say that while the resistance is currently limited to a handful of incidents in the city of Kherson, this situation is tense and has the potential to escalate into a wider counterinsurgency that would significantly test Russia's ability to maintain control over newly captured territory across Ukraine.
According to one US source, Moscow has withdrawn too many troops from Kherson to successfully occupy and govern the region amid the ongoing conflict in eastern Ukraine's Donbass region. According to CNN's reporting, a second US source believes the action gave Ukrainian partisans an opening to launch attacks against locally deployed Russian authorities.
Ukraine has also launched a few small counterattacks around Kherson, putting more pressure on Russian soldiers.
