On a dark Virginia highway, two officers pulled over Captain Desmond Whitlock, a decorated U.S. Army officer with 11 years of service and two Bronze Stars.
Despite fully complying, keeping his hands raised, and clearly identifying himself as active-duty military, Whitlock was pepper-sprayed and tased on camera while following commands.
Three cameras captured everything: two dashcams and one bodycam.
What officers Blake Thornton and Connor Fairbanks didn’t know was that the footage would trigger a federal investigation. The Department of Justice charged both officers with civil-rights violations under color of law—one of the rare cases where police brutality led to federal prison sentences.
The charges against Whitlock were dropped.
