Butebo District Councillors were biter with the Chief Administrative Officer Mr. Kutosi Nasibu Kassimu and want him fired over illegal recruitment of teachers.
During the Council meeting at Rock View Hotel in Butebo District, the councillors discovered that Mr. Kassimu had fraudulently recruited over 5 teachers and issued them with appointments without the knowledge of Council and the District Service Commission.
The bitter councillors lead by the Youth Councillor Gasyodo Fred tasked the District Executive and the CAO to explain how the teachers were appointed with the knowledge of the Council.
After a head debate, the CAO decided to match out of the meeting leaving his District Chairman James Okurut in hot soup to explain how such an illegal activity would happen in his presence.
The Chairman admitted that knowledge came to him that there were appointed flying around of teachers who were appointed fraudulently, something he strongly condemned and warned the technocrats from taking the Council for granted.
In his response, the chairman also noted that he instructed the COA to stop the evil that was going on with immediate effect.
The Councillors were not satisfied enough by the intervention of the District Chairman and they resolved that the COA and Secretary Education and Health should be Censored.
The Councillors warned that they shan't tolerate any thing of the kind and many of them were in support of the view that the should leave the district.
However the Clerk to Council Ogule Simon Peter warned that the matter was so delicate that it was to be handled with care since the teachers have already been appointed and they are now under contract with the District as employees of the district and any termination of their employment would lead to legal implications.
He also revealed that Butebo District Local Government is already grappling with a court case against 8 individuals who were appointed fraudulently and haven't had pay today.He warned that the district should be ready to pay the costs to the 8 complaints.
The District Speaker Omugit Joseph Simon ruled that a committee of inquiry to be formed to investigate the matter and the the culprits shall be brought to book.
a total of 5 teachers are said to be confirmed to fraudulently appointed by the COA, Namely; Kirya Christopher, Seku Julius, Nambayo Phoebe, Kanobere Wilberforce and Mukose Ambrose.
Dr. Patrick Mutono, the Area Member of Parliament Butebo warned against taking the Council for granted noting that the council has both legislative and executive powers and can bite at anytime should any individual violate the law.
