How did a former Ukrainian border checkpoint become a site of unlawful detention for civilians? During the presentation of the analytical report “Crime Scene: Chongar,” the Media Initiative for Human Rights will explain how the facility, seized in the first hours of Russia’s full-scale invasion, was transformed into part of a broader system of detention sites in the occupied territories. This report is the first in a series examining how such places of confinement operate and how they were later integrated into Russia’s penitentiary system.
The event will present established facts and identify individuals and structures involved in the creation and management of this detention site. The documented findings contribute to the evidentiary basis for investigating international crimes and ensuring accountability, and also include recommendations for Ukrainian law enforcement authorities and international partners.
