Описание: The Ministry of Finance has clarified that banks and payment system providers cannot levy charges on UPI transactions of up to Rs 2,000 or RuPay debit card payments.

The clarification comes amid a larger debate over the future of UPI and the Merchant Discount Rate (MDR). In 2025-26, more than 24,000 crore UPI transactions worth Rs 314 lakh crore were made. While only 4% of person-to-merchant (P2M) UPI transactions were above Rs 2,000, these accounted for around two-thirds of the total transaction value.
