So this one surprised me. It was Not the bolts under the flywheel that had backed out. During my normal inspection to verify the bolt had backed out and were stopping the flywheel from turning in the proper direction, when I rotated the flywheel in the reverse direction the blower spring shock mount fell out. That's all it was! Ain't that crazy!?
