The main feature here is the Prototype Character Pack. This mod replaces the art style of the main three characters to match their appearances in the November 3rd prototype of Sonic 3. Sprites and animations are both changed, as well as new continue screens. There's also an optional mod besides this mod that replaces the HUD with the early version as well.
