Story time!
After LB teleported Insanity away, he decided to greet the Player in Snowdin in order to keep Papyrus safe with the other evacuated monsters.

He tries talking, suggesting the Player to RESET and fix everything, avoiding effort to save his energy for later. And he also tells them that a "Dusty" friend gave him the Locket.

Yeah, LB encounter is the only chill one out of every encounters, at least, until the Player choose FIGHT instead of MERCY, forcing him to retreat and take a nap somewhere in Waterfall.
