AU Explanation!
The UNSC is a secret Branch of Military that nobody knows about, only the president and leader of each country knows of its existence.
Spartan 117 AKA Master Chief is killed by an Elite Assassin after the events of reach and before the end of the events of the first Halo Game.
So Dr. Halsey, after months of searching finds Izuku and determines him a worthy person to take over the role of Master Chief. So they kidnap him as he’s training.
Midoriya soon does the Spartan augmentation process and becomes the next “Master Chief”. He does become a worthy Spartan with that name, but the UNSC will not forget the Master Chief that came before.
