This is a showcase of a Magicka Templar rotation for the Elsweyr patch. This was filmed on the PTS but is good to go for the Elsweyr Live Server!
This is a rotation performed on the new Raid Dummy. This means there are a selection of buffs and debuffs present, which allows easy comparison between different classes, and for other players to compare against each other, if they wish, as a 'solo' player, without the need of help from another player; a really valuable addition to the game.
Here I have made the decision to use the 'Ghastly Eye Bowl' food. This is so that we can compare more fairly with the Stamina classes where I used the equivalent food for Stamina classes. Also, to make up potential small sustain deficits from no availability from this dummy of Spell Absorption passive and resource return from extra synergies. The dummy also takes 4 minutes to kill. Considering very few fights need this type of sustained damage, and that my Magicka Drain is similar to that of the 6 Million Dummies I posted prior to this, I think this is reasonable. The DPS numbers for these dummies are mainly for comparison purposes.
Gear-wise I used Zaan, Spell Strategist and Siroria here, and I will do so for all the Magicka Class Comparisons (with the exception of Magicka Pet Sorcerer). The new False God's Devotion set, which drops from Sunspire, looks to be an excellent set. In many real encounters where Siroria is not optimal, I may well be using Spell Strategist (or Mother's Sorrow) paired with this set and use Double Bloody Mara (which is now the best Bi-stat food).
Summary of the relevant changes for Magplar in PVE and my comments:
Increase in initial hit damage of Shards by ~36%. A welcome buff which makes it more interesting to use as an AOE spammable in certain trash situations perhaps.
Solar Barrage's delay of 2 seconds is removed. (First damage occurred before after 2 seconds, now instant). This ability is now correctly considered DOT ability instead of direct damage. Again, a welcome buff to the ability.
Vampire's Bane now lasts 14 seconds, and Reflective Light now lasts 10 seconds (with points into passives). Slight adjustments mean that DPS is about the same but with less burst. Reflective Light radius is now 5 metres instead of 4.5 metres. This is overall a slight nerf in my opinion because it's no longer nearly as powerful to spam this ability (previously the first DOT tick happened within 0.5 seconds of the direct damage hit, which made it as strong as Elemental Weapon - but an AOE version).

I have to say, this is relatively one of the easiest PVE DD rotations in ESO. The backbone of the rotation is Shards, Wall and Barrage every 8 seconds, then apply skills that need to be dynamically applied such as Rearming Trap, Reflective Light/Vampires Bane, Channeled Focus and the Ultimate, then if nothing else, the spammable. You don't necessarily have to cast Shards, Wall and Barrage back-to-back since if you do, there is less flexibility for skills that are dynamically cast. Here I cast Shards and Wall together, but Barrage a few seconds earlier to allow myself that flexibility. Anyway, you'll notice that I sometimes delay and make a 9-second rotation instead of 8 seconds - usually if something more valuable such as Cresent Sweep can be cast.
At around 35%, Radiant Oppression can be cast instead of the spammable, whilst keeping up other DOTS. Generally, at 25% I try to ensure all DOTS are up 1 last time before entering surpassing the 25% threshold. At this point, it is just Shards, Wall, Trap and Radiant Oppression. When you know you will not get another full recast of your DOTs, just go with pure Radiant Oppression.
Here I chose Reflective Light over Vampire's Bane. Reflective Light is a more useful morph overall due to its very respectable cleave output. Vampire's Bane is worth slightly more in single target but not so much to make it a clear choice.
Ritual of Retribution is a really useful DOT and skill in general to have in certain situations. It provides a heal over time and the Purify synergy which can sometimes be invaluable (such as in Cloudrest), especially if you do not have a Templar Healer in your team.
If I were to offer a simpler static rotation, which is entirely possible for this class, it would be this:
(To start) - Channelled Focus - Trap - Ultimate
Then this on repeat (use an Ultimate instead of one of the Spammable's if you have it up)
Barrage - Shards - Wall - Vampire's Bane - 4x Spammable -
Barrage - Shards - Wall - 3x Spammable - Channeled Focus - Trap
Below 25%
Shards - Wall - Beam x 3, then perma-beam when you won't get a full cast of Shards and Wall
