This singer is 小萍萍 (Xiao Ping Ping), who's also known as 呉淑萍 (Melissa Wu). She is more well-known for participating in the 八大巨星 (Eight Superstars) 1999 album: 拱照北京城大團圓, along with the 2001 and Hokkien 2002 albums. However, she is also a solo artist. Excluding 八大巨星 albums, Melissa works with 2 companies: one being 雅歌 (Ya-Ko) and the other being 金碟豹 (Golden Leopard).

This is the 3rd song from the 山地风 (Mountain Earth Wind) album. The MV was originally created 雅歌; however, 金碟豹 (Golden Leopard) mass-produced their VCDs and released these videos in HD on their DVDs. The 金碟豹 VCD was probably released in 1998 or 1999, and the DVD was released in 2003. Personally, I think both companies did a great job with this album :).
