Yes, they are preprimed, but most canvases come with a universal primer for the various types of paint mediums. For oil paintings they are usually not primed with enough layers (lightly absorbent), so the oil of the paint soaks into the canvas material. This can result into cracking paintings and bad quality.
That's why it is important to sufficiently prime (e.g. with gesso) the painting ground.
